Goenaga was the first director of psychiatry in Puerto Rico and First Director of Mental Health for the
Island as a whole. At one point serving as the Military Hospital and Navy Auxiliary
Hospital Director.
Dr. Goenaga was a legal eminence, a benevolent
medical psychiatrist and a vanguard of happiness. Born on October 4,
1855 in La Guaira, Venezuela, South America; He died on March 1, 1937 in
San Juan, Puerto Rico. *81
